Why do we want to build a “waste-free city”?
What will the city of the future look like?
In imagination, it should be smart, 5G, and contain many “black technologies”. It should also be environmentally friendly, energy-saving, environmentally friendly, and green, including a “waste-free city”.
As one of the countries with the largest amount of solid waste in the world, China adds more than 10 billion tons of solid waste every year. Among more than 600 large and medium-sized cities, two-thirds are trapped in “garbage siege”, and one-fourth does not have a suitable place to pile garbage.
In this context, the concept of “wasteless city” came into being. In 2018, the General Office of the State Council issued the “Working Plan for the Pilot Construction of “Waste-free Cities”.” “Waste-free cities” are defined as being guided by new development concepts and continuing to promote the reduction of solid waste at the source by promoting the formation of green development methods and lifestyles. It is an urban development model that minimizes the amount of landfill and minimizes the environmental impact of solid waste.
It focuses on the management process of “production-product-waste-utilization”, takes prevention at the source as the first priority, emphasizes the “full cycle and system-wide” of problem solving, and aims to fundamentally solve the bottleneck of natural resources.
It can be seen that the “waste-free city” will be a futuristic city, carrying the great mission of the new era.
One city, one policy: “11+5” kind of no waste exploration
The plan has already existed, and the pilot program will be implemented first.
On April 30, 2019, the Ministry of ecological environment, together with 18 units such as the NDRC, selected “11 + 5” pilot cities and regions to become the pioneer of building “waste free cities”.
The “11 + 5” pilot cities and regions are Shenzhen, Baotou, Tongling, Weihai, Chongqing (the main urban area), Shaoxing, Sanya, Xuchang, Xuzhou, Panjin and Xining, as well as xiong’an new area, Beijing Economic and Technological Development Zone, Zhongxin Tianjin eco city, Guangze county and Ruijin city.
These 16 cities and regions are located in different regions, with different development stages, leading industries and future development trends. The purpose is to fully explore the “differentiated and targeted” construction idea of “waste free cities” and form replicable and promotable experience for the future.
Now that the pilot has been piloted for one year, the Ministry of Environment has also announced pilot experience in 16 places. We will list them here for you.
1.Shenzhen City, Guangdong Province-Comprehensive Classification Management of Domestic Waste
According to international standards, domestic waste is fully classified and managed, primary waste is fully incinerated and landfilled to zero. The collection, transportation and disposal capacity of hazardous waste has been significantly improved. The capacity expansion and transformation project of the medical waste disposal center has been completed and put into production. Municipal sludge has been dried and reduced in volume.
